It's useful to be able to scroll up down a web page when entering text into in a
form (like this one called "details" in the submit bugs form)!

With this version of Firefox you have to click outside the edit box before you
can       
scroll the page.  In fact whilst typing the first sentence of this paragraph
I've found another!  I'll submit it separately! :)

Reproducible: Always
Steps to Reproduce:
1. click on a multi-line text edit box / form thingy
2. try to scroll using mouse wheel

Actual Results:  
the page doesn't scroll until I click outside the edit box.

Expected Results:  
let me scroll up / down page.
