234070 - No "back" or "forward" buttons appear in my "Navigation Toolbar," and they cannot be selected from the "Customize..." function.

Basically, I have no "back" or "forward" buttons, and no foreseeable way of
getting them to appear. I have tried using the "Customize..." screen, and to no
avail.

Reproducible: Always
Steps to Reproduce:
1.Turn on the browser.
Actual Results:  
There is no back or forward button.

Expected Results:  
There should be a back and forward button.

I realize now that this only happens when I am using a non-default theme.
