File->New does not open new window with browser window minimized and Download Manager active

While downloading a file, I had one browser window with four tabs minimized into
the dock. The download manager window was the Active Window. When I clicked
File->New Window or File->New Tab the browser did nothing except collapse the
menu  (File) still stayed highlighted.

Reproducible: Sometimes
Steps to Reproduce:
1.Open four browser tabs in the same window. Point them to different webpages.
2.Minimize it to the Dock (my dock is on the left, but I doubt it matters).
3.Maximize it.
4.Download a large file.
5.Keep the download manager window open.
6.Make the download manager the active window.
7.Make the four-tab window the active window.
8.Minimize the Active window.
9.Focus is returned to download manager.
10.Click the File Menu.
11.Click New Window. No window is spawned.
(11b). Click New Tab. No new window is spawned.

Actual Results:  
A new window fails to open. The menu collapses, but File is still left highlighted.

Expected Results:  
Opened a new Window.

I'm using the Default theme.

Hi Eston,

It seems that ALL menu items are disabled if only the download manager is
active/not-hidden. This has been reported previously.
