Acceskeys on the webpages are for someone annoying feature. There is no
possibility how to disable them in Mozilla now. You can only change behaviour of
acceskeys by setting "accessibility.accesskeycausesactivation" but you cannot
disable them completely.

Reproducible: Always
Steps to Reproduce:

Example of disturbing:

If you go to the www.mozilla.org with the Czech Mozilla version and you want go
to the *F*ile menu (which is in Czech version translated as *S*oubor), so you
press ALT+S (under Win). Instead of activating *S*oubor menu, there is activated
"search mozilla" field on the webpage.

This is only one from many examples (and the examples with accesskeys on the
links are even worst).

So, threre should be some possibility for the user - to disable accsesskey on
the webpages (acceskeys are good, but they are mainly inteded for some users
with disabilities etc. - so other users may wont to disable this feature in
their browser).

xref: there is bug #202389 , but this bug is not duplicate of it. See also bug
#128452
I think, there should be possibility for the user to disable accesskey in the
webpage in the prefs.
i'd say that the fix for bug 128452 which should allow for <shift> as the
modifier will also allow for disabling it.
Summary: acceskeys cannot be disabled → webpage acceskeys cannot be disabled
