"Attachment" in the insert menu

Details

I've seen a lot of first time mail users go into the "Insert" menu to find where
to insert a attachment.
Therefor I think there should be a "Attachment" item in the "Insert" menu!

This item needs to be discussed and will be covered at a mail issues meeting
when we review the Mail Compose menus. Some things to consider:

For Mail Compose the "Insert" menu contains mostly html elements that can be
added to the body of the message, such as Link, Target, Image, Horizontal Line,
Table, etc.

The new "Message" menu will contain items that refer to the global message, such
as Priority, Fcc, Return Receipt, Signature card, vCard, etc., so this maybe a
better place for "Attach".

But, previous versions of Messenger and many other Mail products put "Attach" in
the File menu.
IMO, two places for Attach (1. the File | Attach menu 2. the Attach toolbar
button) is enough. I'll wait for the Issues Meeting to cover this before
processing this bug.
At the issues meeting we decided to have Message | Attach, and of course to keep
the toolbar button. Reasoning: (1) the Insert menu belongs to the editor, and
contains only editor commands (2) there are other attachment-related functions
in the Message menu, like Remove Attachment, set attachment encoding, etc. (3)
we moved Attach out of the File menu because the File menu contains commands on
the message as a whole, and the Message menu contains commands on the message's
contents.
