I've tried this in Netscape 7.1 and IE 6.0 and just loaded Mozilla 1.6 to verify
that it has the same undesired behavior. I've set up a simplified set of
webpages to demonstrate the problem (http://www.bsi.org/bug). Basically, I've
written a search engine to allow users to search through old journals which I've
converted to HTML. Each journal is composed of a number of articles which I've
used named anchors (<a name=) to allow navigation directly to the individual
articles. The problem is that when the target page loads for the first time, the
page is not positioned at the desired link. Once the page is in cache (so there
is no time spent loading the page or images), the link functions as desired. So
the first jump to the named anchor fails but reloading the page or hitting the
back and then forward buttons allows it to navigate properly.

Reproducible: Always
Steps to Reproduce:
1. Go to the test page: http://www.bsi.org/bug
2. Click on any of the links provided on this page.
3. The browser will scroll around but not land on the proper link.\
4. Reload the page to see where the browser should have stopped.
5. Multiple links are provided to aid testing since the problem does not
manifest itself once the page is loaded into cache.

Actual Results:  
Any of the links on the test page: http://www.bsi.org/bugs will fail to navigate
to the proper named anchor the first time but will only work correctly once the
page is in cache.

Expected Results:  
The links on the test page should go to the appropriate point in the page on the
very first time and not require reloading to get the desired behavior.
