When attribute nodes are created, their names preserve the input case, instead
of being uppercased as [DOM2HTML] specifies. See testcase (which also exhibits
another bug which I have reported earlier).
Reproducible: Always
Steps to Reproduce:
1. var oAttr=document.createAttribute('class');
2. if(oAttr.name!='CLASS')alert('Error! Should report \'CLASS\', not \'class\',
according to [DOM2HTML]')
Actual Results:
oAttr.name=='class';
Expected Results:
oAttr.name=='CLASS';

The tricky part here is that we can't rely on having an mContent pointer. So we
might need to put a flag in the attributenode itself.

https://dom.spec.whatwg.org/#dom-document-createattribute defines createAttribute() now and what we do is correct.
