When there are scrollable divs in a webpage the mouse wheel wont scroll the
contents of the div.  The scrollbar at the right works fine, the mouse wheel doesnt.

Reproducible: Always
Steps to Reproduce:
1.visit a page with a scrollable div like
http://www.csszengarden.com/?cssfile=/079/079.css&page=0
2.attempt to use the scroll wheel to scroll the content in the scrollable div

Actual Results:  
the div did nothing

Expected Results:  
it should have scrolled
