It would be nice if Mozilla Mail/News could have filters at the server level
rather than only at individual newsgroups, as "trolls" usually crosspost.

Steps to Reproduce:
1. Menu: Tools->Message Filters
Actual Results:  
Filters for: news.isp.com > pops up individual newsgroups

Expected Results:  
Allow selection of server as well as individual newsgroups
