Ctrl-R often will not reload the page.  This is extremely frustrating when a
browser window has been opened without the menu bar and there is no other way to
reload when testing a page.

Reproducible: Sometimes
Steps to Reproduce:
It seems like the longer the page has been open or the more you have done in
other windows, the more likely it is that Ctrl-R will not work.
Actual Results:  
Nothing happens.

Expected Results:  
The page should be reloaded.
Can you provide some steps to reproduce? I can't reproduce the problem you describe.

I have finally figured out how to
reproduce this bug.  The problem is that when a Flash plugin on the page is
"selected" (i.e. if your most recent mouse click was anywhere inside the app),
Ctrl-R no longer works.  As you soon as you click on an area of that page that
isn't covered by the Flash plugin, Ctrl-R immediately works, every time.  My
problem is that some of my Flash apps consume an entire popup window, so there
is no area of the page you can click on to "deselect" the Flash plugin.
