23723 - New Messenger Account Wizard lacks "Set up Another" button

When I set up a new account (Account Settings -> New Account), the new messenger
account wizard tells me:

Congratulations
You have entered all the information requi...
...
....
Click "Set up another" to save these settings and set up another account.

However, there's no such things as a "set up another" button. At the bottom of
the form, there are "back", "next" and "cancel" buttons, and it still writes
"Click next to continue entering information". This is uninformative. It should
instead write something like "Click finish to save your new account" and the
button "next" should be renamed to "finish". And a "set up new another" button
must be placed.

This is a duplicate of another of alec's bugs.  Nbaca - can you find it and mark
as a dup?
