my HTML option doesn't show up so I can change color/size/style of font for
posting messages on that board. 


Reproducible: Always
Steps to Reproduce:
1. I Hit reply button for message posted.
2. Blank box appears for reply but no HTML option on top for editing posts that
offers editing of font for color change for font, font style change, font size
change.

Actual Results:  
None since the HTML option doesn't appear for editing posts.

Expected Results:  
Show HTML option so I can change my fonts colors, size, style.
