Under the "email" tab on the "prefs" page, how about adding a new column with a
heading of "other"?

In other words, if you're not the reporter and you're not the assignee and
you're not the QA Contact and you're not on the CC list and you're not on the
Voter list, then follow what was selected under "Other".

I looked at Bug #38922, but it has a different intent.

Do you really mean "none of the previous options"? That's so confusing to me..
what would be a real-world use case?
Here, the reporter asks to see *everything*, which does not make sense to me as
soon as the database and the number of users become very large (how many mails
are sent every day for b.m.o for example?).

Another suggestion has been made in bug 14137 about having criterions to
determine when to receive mail notifications. Without special restrictions, we
get the same result as what is suggested here: the ability to see everything (do
you imagine how long the mail queue would be??).
