Clinking on a download link esults in a nw tab being open, but the download
never starts.

Using "Save link target as" still works

Reproducible: Always
Steps to Reproduce:
1. Make sure open progress dialog is selected under donloads in preferences
2. Find a link to a mime typs already marked for download like zip
3. Click on the link with the left mouse button


Actual Results:  
A new tab opens, but the download does not initiate

Expected Results:  
Opened the progress dialog box and started the download

Could you give us the url where you were having this problem?  I've tried this
at a site I picked and it seemed to work just fine with Win2K and Mozilla 1.6/1.7b.
