When replying to an HTML email message that contains remote images the remote
images are loaded in the composition window despite having the 'Do not load
remote images in Mail & Newsgroup messages' setting selected.

Tested with Moz 1.6 on XP, will test this evening on Linux.

Reproducible: Always
Steps to Reproduce:
1. Turn on blocking of remote images in Mail & Newsgroup messages
2. Receive an HTML email message that contains remote images
3. Click the reply to button, the remote images will be loaded in the compose
window.

Actual Results:  
The remote images were loaded in the compose window.

Expected Results:  
The remote images should have continued to be blocked as per the settings.

Sounds like the fix for bug 167131 regressed
Related: Bug 206681.

After some additional checking last night I can confirm that remote images
_are_not_ being loaded in the compose window, however the css appears to be
rendering differently.  I'll do some more checking into what is going on.

Sorry for the false alarm.
