Bugzilla definitely hasn't replaced the mailing lists. And wyh would you want to search all Bugzilla installations for a specific problem? When you know what problem you have, you are most often in the postion of choosing the right Bugzilla installation. What I mean is that when you find a bug in Mozilla, it doesn't make much sense to search bugzilla.redhat.com.
This appears to have been addressed before on bug 81920, which is marked WONTFIX.
Yes. *** This bug has been marked as a duplicate of 81920 ***
