When downloading a file, there's a long delay before progress dialog starts.  I
get a entry in the task bar with the 'mozilla' icon with text:  "Opening
[filename]".  It just hangs there for several minutes then finally opens the
download progress window and downloads normally. The the whole browser gets slow
following the download.  Interestingly the task manager doesn't show much cpu
usage even though the browser is slow.

Reproducible: Always
Steps to Reproduce:
1.  Click any download file link on any web site.

Try to delete downloads.rdf in your profile and restart Mozilla. Does this help?
Or can you test it with a new clean profile?
