Overview: Close the Sidebar and notice that remnants of the Address Toolbar
remains.

The Address Toolbar controls whether the message headers are expanded or not.
It's the widget to the left of the Subject and To fields.

Steps to reproduce:
1. In the 3-pane window have enough folders so that the folder pane displays a
scrollbar.
2. Select a message, so it displays the Message Headers (Including the Address
Toolbar, Subject, From, Date, To, cc).
3. Use the horizontal separator to resize the message so that the Message Header
appears anywhere near the scrollbar. If the message headers appear next to the
MyPanels area then you won't see the problem.
4. Close the Sidebar by clicking onto the "hot click" area.

Actual Results: Notice that remnants of the Address Toolbar remain on screen and
look grey.
Expected Results: Display the message without remnants of the previous view.

cc'ing mscott and reassigning to trudelle for the xpfe.  I'm not sure why these
remnants still show up.  But for whatever reason, the grippy portion of the
toolbar before it resized doesn't appear to get repainted.

Looks more like scrollbar remnants, based on the exact position. Also, the 
splitter seems to think a drag is in process, even after the mouseUP.

Mass-moving all M16 non-feature bugs to M17, which we now consider to be part 
of beta2.

can't reproduce as bug #35093 blocks this one -- can't collapse sidebar at this
time.

This looks fixed in today's builds (now that the sidebar can be collapsed
