239905 - Accessibility problems with "tabs" button in sidebar

There are several problems that need to be solved:
1. The "Tabs" button in he sidebar can is in the tab order, but doesn't show
focus when it has it
2. The Tabs button doesn't have an accesskey/mnemonic
3. The menu drops down with a down arrow key press. It should also drop down
with the enter key, since this appears to be a button with a popup.
4. The menu that drops down is missing accesskeys/mnemonics.
5. The Customize sidebar dialog is missing accesskeys/mnemonics. This has
already been filed as bug 89143.

Note that we should probably expose the HASPOPUP state on this button -- see bug
147934.

MASS-CHANGE:
This bug report is registered in the SeaMonkey product, but has been without a comment since the inception of the SeaMonkey project.
