When a second Options UI is attempted to be opened, while already there is one
instance of the Options UI present (with some other option window open-e.g.
Stored Cookies), the browser crashes.

Reproducible: Always
Steps to Reproduce:
1.Open Options UI and select Privacy->Cookies->Stored Cookies
2.Open another browser window and open the Options UI by clicking on Tools->Options
3.

Actual Results:  
When opening the second Options UI with an already opened Options window with
some window opened (e.g. stored cookies window) , the browser crashes.

Expected Results:  
When attempting to open or opening a secong Options UI, the browser should
either allow or disallow a second instance of Options UI to open. A prompt or a
warning could also serve the purpose of informing the user that a Options window
is already open.

Follow up tests
---------------
1. If a sub option window i.e. another window or dialog from the Options UI is
not opened then the browser will not crash.
2. It was interesting to replicate the same failure with any other sub option
window/dialog opened (Saved passwords dialog).

Importance of the bug
---------------------
1. The browser should be able to handle two instances of the browser window
requesting the same option or handle to the same option. In case the option or
resource is being used by another instance then a warning or notification should
be provided to the user.
In this case when one browser window is using the handle to just the Iptions UI
then there is no failure, however when there is an extra option window opened
such as that of Stored Cookies, then requesting for Options UI by another
browser window crashes the browser.
