If a Windows XP system is set to play a sound when any menu is opened, 
including submenus, this is applied to all programs. However, Firefox does not 
respect this setting, and its menu openings are silent.

Steps to Reproduce:
This is the complete Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 
5.1; en-US; rv:1.6) Gecko/20040206 Firefox/0.8
This is a known, old problem (with Mozilla as well as Firefox, actually).  I
hope it'll be fixed by Firefox 1.0 as it's a Windows polish issue, but nothing's
certain.  If you really want this fixed (and know how to write code) you can try
a hand at coding the fix.  As it's not something that is particularly evil, it's
unfortunately not likely to get attention very soon.  There are a lot of bugs,
and many (crashers, security, rendering issues, etc.) have more importance than
this one.
