currently using firefox 20040429 (unofficial build) on winxp.

steps to reproduce:
1) press the download manager toolbar button.  the download manager appears.
2) press the download manager toolbar button again.

expected action:
download manager closes.

actual action:
download manager appears to close and then immediately reopen.

the download manager toolbar button should be consistent with the history and
bookmark toolbar buttons with regard to on/off toggling, even if the latter two
buttons open and close the sidebar.  also, having the download manager toolbar
button only bring focus to the download manager window seems redundant at best.
This can't be different from the behaviour of pressing Ctrl-Y.
