It should never activate a menu item, even if the key would normally do so had accel not been held. Reproducible: Always Steps to Reproduce: 1. Start mozilla 2. Press Alt (_F_ile becomes highlighted) 3. Press accel(ctrl)-W Actual Results: _W_indow dropdown menu drops down Expected Results: _F_ile unhighlights; menu deactivates. While accel-w _should_ deactivate the menu when the menu is active, it _should_not_ cause the window to close. Accel-<key> only closes the menu of windows applications, even if it would normally do something else had the menu been inactive.

In firefox 1.5b2, alt followed by ctrl-t still opens the tools menu. This behaviour is still wrong. In other words, I can still reproduce this in the latest version.
