243023 - Two emails sent on bug creation when case wrong in 'cc'

Build Identifier: 

I added an account to be notified about a new bug in 'cc', however I did not 
entert the account exactly with the same case as defined. Bugzilla sent two 
messages, one to the address I eneterd and one to the case-correct address 
(which are obviously the same).
