sort of like outlook 2003, would be handy to have a canned search / view folders eg

All messages labelled important from '[e-mail]' that is
viewable as a 'search folder'. In the UI, create a new folder at same level as
'Sent' / 'Junk', throw the searches in there. Allow user to manually refresh the
search AND / OR schedule indexing of the entire account.

How is this different from "virtual folders" (bug 11051)?

It's a duplicate.
Currently you can use mailviews, look into View->Messages->Customize.
