Right now, JS components run with no principals, which is causing large stress.

We should give them the system principals.

The JS_CompileFileHandleForPrincipals hook is in JS already, just need the
nsIFile branch to land so I can switch to it.
is enough of nsfile in for the flipping?

is this something norris should review?
