Same problem as bug 53376.  Dragging a link or image from one frame to another
will load the link or image in the whole browser window instead of doing
nothing.    While bug 53376 might have fixed Linux, the incorrect behavior still
occurs under Windows.

It may be that Windows resets the drag origin when moving across frames (like
all platforms to when leaving a window).  Someone could put in a printf in the
code bug 53376 added to test this.
