There is not possible to set timeouts for POP3, SMTP and IMAP protocols.
It's pitty. Some peope are behind firewall and they are using some pop3proxy,
connection can be very slow and timeout need to be increased.
In other e-mail clients (Pegasus, OE) is this feature implemented. I have heard
from some people, that they cannot use Mozilla in work, because they cannot
increase timeout.
It can be implemented in the preferences like values
network.http.connect.timeout and network.http.request.timeout
