This is a spinoff from bug 242275. The security dialogs depend on the help files
being installed. We should try to remove this dependency.
rlk, do you have any idea what's causing this?
The problem is that the build process for the installer builds help, but doesn't
include the packages.  If you built the installer without help this wouldn't be
an issue, but because help is built, its expected to be in the final process.

And I'm pretty sure this stuff lives outside of Firefox, so this bug might need
to be moved after we nail it down a little more.
I don't think I quite understand this bug. What exactly is depending on the help
files? The text of the security dialog relying on DTDs ?

rlk, as was found out in bug 242275, comment 87 the browser hangs when a
security dialog comes up, when help is not included in the install. I don't
exactly know what happens there, but we definitely should not hang on a security
dialog when help is not present.
This is also a problem for loacalisation. As we don't have a tanslated help yet,
we don't want to ship it with our builds, but we have to, because the
certificate dialog shows a help button and Firefox crashes without the help.xpi.
