Details

The <HTML> and </HTML> tags are optional according to the html specs. Mozilla gives me an unknown file type dialog.

I can load this page perfectly. HTML tags are not required by the gecko/mozilla engine. Petersen -- do you see this? If not, please close as worksforme.
Sorry, I forgot to check with the latest build. Just checked with 2000012008 and it worked fine. I only checked with M12 yesterday. Apparently, it has already been fixed since then.
