If your connection suddenly breaks (for example, you're on a LAN with a shared
dialup connection that's shared through MS Internet Connection Sharing, and the
connection gets closed), the pause/resume button in the download manager ceases
to properly function and you have to cancel the download and start it over from
the beginning.

Additionally, Firefox should pause the download automatically when the
connection breaks. It appears to just want to sit there and do nothing.

Reproducible: Always
Steps to Reproduce:
1. Download a file
2. Disconnect/cut your phone wire or LAN cable
3. Remedy the problem by reconnecting/splicing the phone wire/LAN cable
4. Try to get your download to resume again.

(I didn't actually do this -- I just lost my connection on the host PC)
Actual Results:  
The download will not start downloading again.

Expected Results:  
The download will resume from where it last recieved data.

I am also using the download manager tweak, but the same thing happens with the
regular download manager.
