mozilla doesnt allow the 2nd function of the mouse wheel

in most other browsers you can push down on the mouse wheel, making a kind of
center-point on the screen wherever the mouse was, and you can move the cursor
around, and the further away from the "center" you move the cursor, the screen
scrolls in whatever direction you move the mouse away from the fixed point. This
does not work on my version of mozilla.

1.go into mozilla
2.push down on the mouse wheel
3.
Actual Results:
nothing
Expected Results:
made the fixed scroll point
