Details
Currently, we use SupportsOffline to determine if we can defer a pop3 account to another account. This works, but might cause problems if we ever add an account type that supports offline but needs to be able to be deferred to by a pop3 account.

since we're getting rid of rdf, this would seem to be invalid. But we may still need some sort of attribute in the idl, just not in rdf.
