Themes do not install. Saving the jar file locally and dragging it over the
Theme Manager does nothing. Clicking the Install Now link results in nothing, no
response from browser.

Reproducible: Always
Steps to Reproduce:
1.Drag jar file over Theme manager
2.Click Install Now on website for any theme
3.

Actual Results:  
Themes do not get installed when dragging jar file over Theme Manager. N
response when clicking Install Now from website.

Expected Results:  
Themes should be installed

I don't think that the theme manager works on trunk builds yet.   Does
Tools->Extensions still say "TESTING ONLY" ?

Yes it does but that is extensions and not Themes, I had no idea they were linked.

extension/theme manager are essentially the same thing.   Marking INVALID, since
this isn't hooked up on trunk yet.  When it is, feel free to file bugs on that.
