See summary. The submenu arrow should only be present when there is a sub menu 
to display.
The datasource "rdf:xpinstall-update-notifier" is telling the menu that it has 
children but isn't returning any. This isn't an xp menu bug (since it also 
happens on mac) but an rdf-datasource bug.

i also saw this problem on Mac using the 2000-01-24-01-m13 comm bits. however, i
cannot seem to repro the problem on either winNT or linux (2000-01-24-01-m13
comm bits as well). when it works, the submenu displays (only one item in it:
Tasks > Update Notifications > Test Updates).

Although there is no menu now, how do you want to handle the UI where there is a 
menu item, but not current items under it?  should I be dimmed?
