this is a spinoff of bug 236772, where the fix entailed keeping track of the
creation time of cookies (for the session only, since the fileformat wasn't
changed). it might be nice to persist this data across sessions, just for
consistency and perhaps also for user information (so they can see when a given
cookie was created, e.g. in cookiemgr). while it's unlikely that servers would
rely on creation time being preserved across sessions, it is a possibility and
so this might be something we want to do in order to maintain consistency with
previous mozillae. see bug 236772 comment 52.
this would be purely an enhancement that we would consider, if we happened to be
rolling a new fileformat. marking dependent on bug 230933, so we don't lose
track of this.
