On ANY HTML page, the mouse pointer doesnt change from the "hand" mode to the
text mode when you move from some URL to text using mouse wheel, although this
error inst there in IE!

Reproducible: Always
Steps to Reproduce:
1. Open any page with a URL link and some text (such as http://news.google.com)
2. Move the mouse pointer to any URL, it turns to hand shape now
3. Now use the mouse wheel to scroll down without moving the mouse
4. Even though the pointer is now on simple text and not any URL, the "hand"
shape still remains and the pointer doesnt change to text bar
5. Even if you click now without moving mouse, the hand shape is still there
Actual Results:
The hand shape remains there until you move the mouse

Expected Results:
It should have changed from "hand" to text bar as soon as we scroll it down from
URL to simple text!
This was fixed as of 2004-06-22, because of fixing bug 20022. You could try a
recent build.
