See summary, it's pretty self explanatory. If I figure out how to attach a pic I
will just to make it easy.

Reproducible: Always
Steps to Reproduce:
1. Use a theme like Luna Blue for Windows
2. In FireFox go to the File menu -> Page setup

Actual Results:  
There are two tabs under this window. Within these tabs there are then groupings
of options (format and options). The headers for these groups have the wrong
background color. It matches the background color of the window instead of the
background color of the tab.

Expected Results:  
The headers should match the background color of the tab like in Windows (you
can observe this working correctly in a place like My Computer properties with
all of its tabs).

This affects extensions as well. TBP which makes use of this also has this
visual fluke. Currently I'm using the newly leaked MS Royale theme and the same
problem occurs. I haven't tested it on other colors of Luna, but I'm assuming
the same thing still occurs.

This problem seems to be slightly more widespread, it also exists in the
Options GUI.  As far as I can tell, it happens every single time a "group"
option exists in XP Luna.

It seems as though it's the grey background is hardcoded, which probably isn't
a good idea.
