250380 - Only adding CC on "change several bugs" page has no effect

This is only a problem in bugzilla 2.16.5; it works fine in 2.17.7.



Reproducible: Always
Steps to Reproduce:
1. Run a query
2. Click "change several bugs at once"
3. select a couple of bugs
4. enter a user name (not currently on the cc list) in the 'cc list' field and
choose 'add these to the CC list' from the dropdown
5. click commit

Actual Results:  
The "bug processed" page displays, but says it did not send mail to anyone
(incl. the user entered in step 4).

Clicking on any of the links to view the individual bugs reveals that the user
was not actually added to the CC list.  The "view bug activity" link for the
bugs also shows no evidence of the attempt to add the user to the CC list.

Expected Results:  
The user should be added to the CC lists of the selected bugs.

There is no sign of an error from process_bug.cgi in the log files.

Note that unlike bug 113975, I do not get "Um, you apparently did not change
anything on the selected bugs."  And I verified that the patch for that bug has
been applied (I'm pretty sure it was included in 2.16).  So I don't think this
is a dupe of that bug.

It looks like this is being caused by some version of the patch for bug 52557.

via discussion on irc with the reporter, we discovered this appears to be a bug
in the reassign-by-drop-down patch (bug 52557) and/or he's running an old
version of the patch.
