Older Target Release may be used when a developer is closing an issue due to
lazyness, or not knowing any better. On the product configuration page, where
target releases are added, or deleted, there should be another choice to
disable an old target release. This would only prevent the target release from
showing up in the Target Release box when a issue is filed, or when an issues
is closed by a developer. However, all old target releases would show up when
performing a query.
This is a problem in products with mulitple releases, some of which have been
sunsetted, but developers can still RESOLVE-FIXED bugs with that older (invalid)
Target Release.

The priority of this bug should be "enhancement", because it is requesting an
enhancement.
