nsPrefWindow.js has two copies in the tree. (and one in xpfe, but i'm not counting that). one copy in browser, the other in mail. There are no significant differences. If i want prefs for sunbird, i would have to copy again. bad. There should be only one copy, in /toolkit.

nsPrefWindow.js doesn't exist anymore. preferences.xml is in toolkit, and now in bug 285158 more files were moved to a shared location.
