251023 - Exceptions button in Tools -> Options -> Web Features is misleading

While the exceptions button and it's usage is perfectly clear if the associated
checkbox is checked, it makes no sense if the checkbox is not selcted.  For
example, one would assume that if block pop-up windows is NOT selcted then the
exceptions would be a blacklist, and if Block pop-up windows is checked, then it
would be a whitelist.  But then one would be wrong.

The exceptions button should be grayed out and nont selectable if the associated
checkbox is blank.

Actually, upon looking at this further it is just wrong.  My previous comment
only applied to the block pop-up case.  All 3 of these buttons need to be
changed to be block when selected.

So instead of:

Block Popup Windows
x Allow web sites to install software
x Load Images
  x for the orginating website only

We should have

x Block Popup Windows
x Prevent web sites from installing software
x Don't load images
  x except for the orginating web site

and the Exceptions button should only be selectable when the box is checked. 
That way the interface makes sense.  The way it is now does not.
