251182 - No area for mail message display when message has MANY MANY recipients

Somebody sent me e-mail which had nearly 150 recipients. When I click on the "+"
beside "To:" in the display of the headers to display the full list of
recipients, the entire window is filled with the display of the headers. There
is no sign of the message body portion of the window.

Reproducible: Always
Steps to Reproduce:
1. Display a message with a dozen or so recipients
2. Display all recipients 
3. Decrease height of window until message body vanishes

Actual Results:  
Message header takes up entire window and the message body is inaccessible
without hiding most of the recipients.

Expected Results:  
Perhaps the header portion of the message-display window could have a separate
scroll bar in this case?
