<% stuff %> in head tag is hidden in IE, but visible in mozilla I'll attach a test case esther found this while browsing http://www2.sjpd.org/MyNeighborhoodMap.cfm
never mind the part about the head tag. <% blah %> is hidden in IE, but not mozilla, even in the body.

I though these were invalid elements. Processing instructions with "<?" are mentioned in <http://www.w3.org/TR/html4/appendix/notes.html#sgmlfeatures>, but not "<%".
According to bz in bug 204704 comment 3, what we are doing is most likely correct. <% %> is treated as a comment tag by IE, but it shouldn't be by Moz.
This look like a dupe of bug 72565 (RESOLVED INVALID)
perhaps then this should morph into an evagelism bug, where we ask http://www2.sjpd.org to fix their page?
