never mind the part about the head tag.
<% blah %> is hidden in IE, but not mozilla, even in the body.

I though these were invalid elements. Processing instructions with "<?" are
mentioned in <http://www.w3.org/TR/html4/appendix/notes.html#sgmlfeatures>, but
not "<%".

According to bz in bug 204704 comment 3, what we are doing is most likely correct.
<% %> is treated as a comment tag by IE, but it shouldn't be by Moz.

perhaps then this should morph into an evagelism bug, where we ask

INCOMPLETE due to lack of activity since the end of 2009.
If someone is willing to investigate the issues raised in this bug to determine whether they still exist, *and* work with the site in question to fix any existing issues, please feel free to re-open and assign to yourself.
