Talkback communicates with a server on mozilla.org, not fullcirclesoftware.com.
 So that's not the problem.

http://talkback-public.mozilla.org/talkback/fastfind.jsp have this announcement,
so the issue is known:

"Talkback Server Status
The Talkback DB is currently down. Incidents coming in will be queued for
processing when the DB is back up. For now, the query tools will be unusable,
but the Talkback reports are all up."
