Trees need to support border around the entire tree, currently the border is only 
drawn on the top and left sides of the tree.  We need this to support the focus 
rectangle around the pane with focus.

This is dependent on being able to fix the tree clipping problem.  This has to 
do with the nasty bug that held up M13 (the need to make a tree widget a view).

Works well aside from clipping problem on bottom, which already has bug filed.
