When using an xsl over an xml document with the output as html, the xsl:value-of
element does not honour the disable-output-escaping attribute. This
functionality works properly on IE5+ and is clearly stated in the W3C spec.
If this bug is related to Bug 98168 then I won't waste time showing how to
reproduce this bug since it will only be discarded anyway.
