25159 - Closing and opening menus errors

Description

If you close a menu and then open it again mozilla semi-lookups until the window
looses focus.

Steps to reproduce:

1. Open the filemenu by clicking it
2. Close the menu by clicking it agian
3. Notice how "File" now has a white background although it should be gray (I
THINK this is part of the problem)
4. Without moving, open the file menu again by clicking.
5. Move the mouse anywhere.

Now nothing works, you cant click anything on the page, you cant drag any slider
and no menus work. The only thing that works are onMouseOver actions (like
javascripts in page and background color in the menu)

The lookup can be fixed bu moving focus to another window.

I'm Running build 2000-01-25-20-M13 on Win98SE
