Details
This key-binding is now used in Chatzilla to switch the directionality from
Left-to-Right to Right-to-Left and vice versa (see Bug 250864). It is also used
in the BiDi UI extension which is planned to be merged into the rest of Mozilla
(Browser first, then Mail&News and Composer).
Please reserve this key-binding in the Mozilla Keyboard Assignment Map document,
linked above.

Aaron, I really hate to bother you with this again, but after much debate (which
I believe you've been CC'ed to), Accel+Shift+X has been decided as the
preferable key-binding. In fact, it is already implemented by the fix to Bug
85420. The main reason for this change is that Ctrl+Shift+E collides with
Unicode character entry in Unix.
