Address Collection should not collect e-mail addresses that already appear in
other address books, at least local ones.

Reproducible: Always
Steps to Reproduce:
Over time, addresses in Collected Addresses show many duplicates of addresses in
Personal Address Book.


Expected Results:  
I should only see new addresses not already recorded in other local address
books in Collected Addresses.
